As of now the powerful Powhatan confederation is not represented in game, while it was formed in the late 1500s, which would exclude it from being a state for the whole game, the powhatan province should at least have a native aggressiveness of 9; it was only by eliminating the powhatan wholescale that the english were able to colonize virginia; the same aggressiveness should also apply to the Chesapeake province
