Easiest ways to consolidate holdings

What I mean is, when you have a province being run by a Lord Mayor as your direct vassal, you get a -30 modifier to opinion because of 'wrong government'

What's the easiest way to fix this? Thanks!

Also, is it necessarily a good idea to fix this, because you can get more tax from a Mayor as a vassal.

If you want to fix it:
revoke the title and give it to a baron, that will make the barony the county capital.
or you could give it to a bishop, they dont give you the -30 for wrong goverment.

So I'll need to either plot to revoke or actually revoke title and take hit from all vassals?

You don't need to take a hit from your vassals, insight the mayor to revolt and have your armies on standby. lots of ways to piss off mayors, raising city tax is a good way and city mayors won't revolt with county mayors

If I give the city to the Baron, will he eventually hand the city off to a new vassal?
