Ally them. Call them to war against someone they won't join, or someone that they have truce, when you get mission to conquer/vassalize them.

Why bother? Just vassalize them. They aren't strong enough to take on Muscowy.

Librerum Veto is god tier decision : It only cost you 1 centralization move, gives you +10% army tradition, 2 aristocracy, 15k troops, and reduce WE by 8 points, also allows you to get event called "Reform" which gives +1 base tax in 3 random provinces, gives you 3 moves to centralization, and 3 moves to plutocracy - and it just need ruler with at least 6 in each stats(You may be republic, and this makes it super easy to get if you are). Also, it gives you event that spawns randomly 3k troops and reduce your WE by 1 point.

It have also bad event, but i say that it is still good enough to take.

I've never gotten either of those two events.

For reform you need to be at peace and have ruler with AT LEAST 6 in all stats - however your goverment may be republic(so going noble republic allows you to easily get it).

For the second event you need to be at war, and i think you need to have at least a bit WE. it gives you 2 infantry and 1 cavalry unit, and reduce WE by 1. Pretty handy.

Bout vassalization : If you get first mission to vassal tver then OK, but if not, what then? Better to ally them so they won't ally TO or/and novgorod.

Actually, don't you have to have some WE to be able to even fire off Liberum Veto in the first place? I don't think I ever reached a WE high enough to need to fire it since I tend to peace out the GH early.

Just a question. How do I ensure that westernization will be as smooth as possible? I remember almost giving up on my old game after revolt upon revolt and then I could make western units.

Since you are playing as Russia keep the decision to move your capital to St. Petersburg (+3 stability) for mil. modernization (and not for westernization), because apart from the drop to -3 stability, for the first four years you also get a -4 revolt penalty modifier. Trust me on this, it will be so smooth you'll forget that you are in the process of modernizing.

Westernisation is not that bad. You should be back to 0 stab. in approx. 3 years.

I would rather do like that : wait till you get +2 stab from great men, then start westernization, then accept the +2 stab from event, and take decision to move capital to St. Petersburg. Then take military modernization immediately, and move your slider full into stability.

Waiting for an event but not doing it until after something else is really gamey.

Or just select the option to "Resist Western Influences" when one of those events fires, which gives you 10 years to get your house in order before taking Military Modernization. If it isn't ready yet, select the option again. It also helps to take Church Attendance Duty and have a nice pile of ducats lying around. A big enough pile and you can just buy the stability needed to insta-fire Mil. Mod.
