I might be horribly wrong with this statement but I recall someone from Paradox saying that peace does not come without a full conquest of another nation, or the war must have been ongoing for quite some time for any of the sides to ask for a peace deal. However do not take my word for this, and look for the answer yourself throughout the forums.

Edit:

"When the enemy finally surrenders the game initiates a peace conference. In multiplayer if there are several players involved this will pause the game and let everyone see what is decided in the conference even if you yourself is not in the war. Points representing the total value of things to grab among the losers is divvied out to the winners depending on what their war participation was at. Each country then takes turns deciding on what will happen to the losers. When you have less points than the person after you its their turn (you can also pass if you like) and on and on it goes until everyone has passed or run out of points. The losers have no say in this unless they have offered up a conditional surrender early on in which case they must approve the conference as well."

From the "Hearts of Iron IV - 31st Development Diary - 30th of October 2015".

Complete surrender depends on victory points and national unity. If they have 50% unity and you have 50% of their victory points they surrender. I believe.

The war ends once the war leader is defeated. In the case of an faction like the Allies for example that would be the UK. Once they are defeated the peace deal will trigger and you can force your demands on the surrendered nations. If the USA joins the allies and the war late you wont be able to take anything from them of course, unless you managed to occupy them.

Another option would be them offering peace, which triggers an peace conference in which they (the looser) have to accept your demands. If they reject them the war will go on until one side surrenders compeltly.

With that said the war has to be going really bad for you in order to be able to offer peace as shown in the World War Wednesday streams.

Germany really needs to do what it had to do IRL, force the UK to accept that it was THE power in Europe quickly and then resume trade and prepare to fight the soviets.

So knock out the UK before America joins, then leave the Japanese and Americans to fight it out in the Pacific.

That's my plan but if I can peace out without having to invade the UK, it would give me a head start on preparing for Barbarossa. The fact that I have already planned my strategy shows how much we all want to see the game released.

Sounds like my own plan though I'd like to take some parts of the UK to make sure I have a base of operations if I'd ever have to fight them again. As the game ends sometime after 1950- as one of the last researches are by then and I guess if you invaded the UK within the first two years, then maybe you could make a second invasion. I have no clue if there are truces in the game to begin with.
