Problem: Despite taking an idea 100 years before another country, once they take it we're both equally good - their idea must be truly inspired!

Solution: If something is your first idea, then it should strengthen slowly over the era. Continuing 'dedication' to national tradition would improve the idea.

N.B. Events seem the most obvious way for this to happen.

E.g: The administrative ideas just for demonstration.

Innovative: Every 10 years after completion reduce tech cost by 0.4% (if first idea and completed in 1475 - say) by 1800 this would be a 12.8% reduction in tech comparable to halving the difference from time.
Religious: Every 10 years increase missionary strength by +0.1%, again small but by the end of the game is a 3.2% difference in missionary strength
Administration: After 50 years add an additional advisor slot, after this every 10 years improves goods produced by 0.1%
Economic: Reduce interest by 0.1% and increasing inflation reduction by 0.01 every 10 years.
Expansion: Use this to replace the group finisher, adding different groups over time
Humanism: Increase tolerance (of a specific group) by 0.1 every 10 years.

Pros: If you finish an idea one group before someone else, you'll get a small difference, but if you do so well in advance of someone else it will secure your nations traditions more heavily. There's a motive to finish groups even when there's a lacklustre closing (for example religious when you don't have heretics yet).
Cons: Explaining this might be difficult in the small boxes - balancing might be difficult, as it would be only interesting if the ideas being completed gave good bonuses, but those good bonuses might be too substantial over 300 years.

That would depend entirely on the bonuses. This could be used to rebalance what is a big advantage to some ideas. On the other hand it could be used to provide some of these ideas "big bonuses" in a more controlled manner. For example, at the beginning of the game administrative and influence are the usual grabs due to their big bonuses, and that's fine, except what if these big bonuses were reduced, and then dripped with smaller improvements over time. Taking admin first might still be correct, but not taking admin until your third idea (60ish years later) might not be a bad trade if you have other things.

The secondary tactical difference would be when it comes to trading in ideas. As you won't just be losing years of admin points but you'll be losing your years of tradition. I do this quite often towards the end of a game - I like that this option has been added. But I feel given the ideas are representing long-term tradition not being as good, and therefore after a longer commitment are more difficult to get rid of (by difficult I mean tactically).

Imagine an example where you are going to be colonising - most of the free land is gone and it's just turned 1700. Naturally you're going to switch out for a military idea. Though, if your prolonged commitment to colonisation had given you a strong trade advantage which is currently funding your army, or is keeping your colonial subjects from revolting, it might be a different story.

Another gameplay advantage is aging out dead ideas. Providing fixed bonuses around the year the idea might become defunct could keep some ideas valid into the endgame.

This would make it even more punishing for nations that either make a mistake by choosing a poor idea, or that take an idea early on when it is relevant but later have no use for it and would be better off discarding it. Switching ideas is painful, and should be, but you shouldn't miss out on massive bonuses.
