Problem: Despite taking an idea 100 years before another country, once they take it we're both equally good - their idea must be truly inspired!
Solution: If something is your first idea, then it should strengthen slowly over the era. Continuing 'dedication' to national tradition would improve the idea.
N.B. Events seem the most obvious way for this to happen.
E.g: The administrative ideas just for demonstration.
Innovative: Every 10 years after completion reduce tech cost by 0.4% (if first idea and completed in 1475 - say) by 1800 this would be a 12.8% reduction in tech comparable to halving the difference from time.
Religious: Every 10 years increase missionary strength by +0.1%, again small but by the end of the game is a 3.2% difference in missionary strength
Administration: After 50 years add an additional advisor slot, after this every 10 years improves goods produced by 0.1%
Economic: Reduce interest by 0.1% and increasing inflation reduction by 0.01 every 10 years.
Expansion: Use this to replace the group finisher, adding different groups over time
Humanism: Increase tolerance (of a specific group) by 0.1 every 10 years.
Pros: If you finish an idea one group before someone else, you'll get a small difference, but if you do so well in advance of someone else it will secure your nations traditions more heavily. There's a motive to finish groups even when there's a lacklustre closing (for example religious when you don't have heretics yet).
Cons: Explaining this might be difficult in the small boxes - balancing might be difficult, as it would be only interesting if the ideas being completed gave good bonuses, but those good bonuses might be too substantial over 300 years.
