Early game discount level 2 advisors. Why not replace those with discounted level 1 advisors?

I noticed in early games, most discount advisors offered are level 2 advisors. The problem in early game is that I can't afford regular level 1 advisors, let alone level 2 even though they are discounted. Why not give more discounted level 1 advisors rather than level 2. I can upgrade those down the road if I can afford it.
