Early Barbarossa

If i start Barbarossa in 1940, before the event that cedes bessarabia to the Soviet Union triggers, will the soviets gain bessarabia anyway during the war, after the war when theyre my puppet or will romania keep it forever? Also, if the Soviet Union is my puppet and i also own the western part, will rebels spawn in my new annexed territory? And if so, will they be friendly?

1 - not sure about Romanian problem
2 - Any territory that you don't have a core on has the potential of spawning partisans. They are never friendly.

I don't know the requirements for the Soviets to demand Bessarabia, but I'm highly doubtful that they can fire it while at war. It would be kind of weird to see it fire AFTER "Bitter Peace", though.

I think I've seen once, that after an early Bitter Peace the soviets annexed the baltic states. The question is whether they can fire claims while they are a puppet?
