It should have claims on turkish shores (the megali idea, or whatever it's called, I'm really tired can't search right now) anyway at least Brusa and Izmir. also ciprus should be in the initial cores

and about your post about cores, the third tipoe of cores should have an event wich creates a permanent revolt risk and decrease in IC, any further IC developments will be supported 100% (le's say that the ethinc there will work in them) this is my porposal for simulating extensive cores
Actually the percentage of Romanians in the Timok is larger than the one of Romanians in the Banat.
I won't include the Hungarian Bihor in in-game claims because there is virtually nil Romanian population there. The same reason why Hungary doesn't have Cluj and Bistriţa. We need to keep the same measure for all countries.
The yellow provinces aren't represented in game, they are just guides, as in what that nation can achieve and what it may want under a certain political climate (the Megali idea wasn't fully an objective, Constantinople on the other hand was, Hungary had it's Kingdom minus Croatia, Bulgaria - the initial San Stefano borders, etc.).
Cyprus is in the initial cores (orange), the red area is starting territory.
That is minimum releasable territory for Bulgaria, not cores.
Dark red - minimum releasable territory
Light red - starting borders
Orange - cores
Yellow - ambitions
And no, we can' make a third type of core. It's hardcoded, and we don't have the know how/time to modify the game engine.
