I don't know about Lisboa, it had 600.000 inhabitants back then, I don't know how developed it's close neighbors were, but I don't think the area had more than 1.000.000, and the province is large and uneventful.

I have coloured everything. Unfortunately, Russia does not have forests. I will ash Rendzwyck, possibly he knows something about this.
Yeah, sorry, I can't find a good map of Ireland or USSR. But I think Ireland doesn't need forests since only 3% of it's territory is forest.

About Ukraine and Belarussia, I think we can just put almost all plain provinces to forest if we can't find better information. This would simulate poor infrastructure and hard territory of USSR.
