Not if they don't exist, but are only painted onto the map. Air passablility between provinces can be solved by making them adjacent in the files, and having the connection impassable, as this doesn't apply to supplies and air units.

Diyarbakır and 3 - Düzce with 5 - Zonguldak to Zonguldak. Turkey would have then 20 provinces in Asia.

Oh, if you are doing China you should add the island of Kinmen, located of the coast from Xiamen. It was very important in the aftermath of the chinese civil war, as the nationalists managed to hold it. It remains a part of Taiwan today. http://en.wikipedia.org/wiki/Kinmen
