Not if they don't exist, but are only painted onto the map. Air passablility between provinces can be solved by making them adjacent in the files, and having the connection impassable, as this doesn't apply to supplies and air units.

Here is my proposal for Turkey. Unfortunately, it has 23 provinces. But I propose 10+11 merge and 16+13 merge. And maybe 1+4.

Yes, I know I wrote it, but for me it's just waste of IDs as possibility to form free Kurdistan in game is minimal.

@Mumia, some name corrections for Norway:

Leikanger -> Florø (Leikanger is just a small village, and hosts only cosmetical administrative functions. Florø was the only city, and would be the natural population centre and de facto administrative centre)
Lillesand -> Lillehammer (corrected name)

Oh, if you are doing China you should add the island of Kinmen, located of the coast from Xiamen. It was very important in the aftermath of the chinese civil war, as the nationalists managed to hold it. It remains a part of Taiwan today. http://en.wikipedia.org/wiki/Kinmen

1. These rivers in UK look weird.
2. Cornwall is much bigger.
3. You forgot about Shetlands.
