OK, I used administratve border of Brittany, map you posted is map of traditional province of Brittany. I'll change a little border between Nantes and Le Mans.

No mumia, you missunderstood. Karjalan kannas is the istmus name, not city name. City name is some completely different name, posted by Miihkali.
All right, you can merge that small province in Portugal, but rest of provinces stay.

1. So if it is not city/town name we shouldn't use it as we agreed that we will use city names for all provinces on the map. We should use name of biggest town in this region.
2. OK, So 8 provinces in Portugal.

But-I'm not sure that Utrecht has rivers in the east AND west,should be one or the other.
Totally agree with your Portugal plans,best solution.
About the french map: I doubt that you did the area ceded to Italy right,and I'm not sure that the border for Vichy could be simulated right(mostly in the eastern part),also I don't like the Reims prov,it looks a little to dominant,if you know what I mean.

- N. Ireland 2
- Scotland 8 (1 for Shetlands in it)
- England 12 (1 for Cornwall in it)
... not so many provinces in Turkey - neutral.

Yes, but you can crop images only to the parts showing their territories.

You mean Hatay state? Province name: İskenderun (Alexandretta).

I will do my best. I have the implementable solution for N Ireland:

Fair enough. Each province three municipalities. And they should be splitted by a river (channel)
1 - Londonderry (Doire Cholm Cille)
2 - Belfast (Béal Feirste)
