My purchase was a bundle in steam so when I click the view key option there is an eu 4 key, but only expansions, therefore, the key which i used is eu 4-art of war * the other keys did not work.

Edit- if there is a simple solution and am acting like a total newbie than I apologize.

EUIV is on a free weekend right now with our Steam Partner.
There for Forum codes will not display otherwise it would generate them for all the people playing for free.
Thus not reserving them for paying clients like yourself.
This is a limitation of the steam software and not something we can effect.
In the mean time you can get mods from the Workshop and support from paradox.zendesk.com
Sorry for the inconvenience and you can receive your Key about 24 hours after the free weekend ends.
