the suggestion is really simple: make the effect of espionage actions proportional to the offensive and defensive capabilities of the countries involved. Here is some example:
Austria (+0% spy offence) is sabotaging reputation against venice (30% spy defence)
result: 0.70*(-50)= -35 reputation with neighbour
Provence (+20 % spy offence) is seeding discontent in France (+10% spy defence)
result: 1.1*3= +3,3 unrest
1.1*1=-1.1 legitimacy yearly.
I believe it's a very simple modification that would enhance spy work and would actually give some value to spy defence.
Regarding the probability of a spy to be discovered, I would also propose to remove the 5 years cool down and substitute it with a blunt -20 prestige and (maybe) a +5 aggressive expansion.
