Rather than allowing a character to select what succession type they want (within limits), have the character nominate their preferred heir, which can be any character in the game. The game will then run through the succession types that that nominee satisfies and present it as a set of options, one of which must be selected by the character,with the AI choosing semi randomly.
Selecting any option strengthens it and weakens all others, but only in that realm. Selecting a weak or obscure inheritance rule would potentially cost LOTS of prestige and piety (depending upon succession type) and may make one or more realm figures and or dynasty members hate you, selecting a strong option may have the reverse effect of actually strengthening the liege, even if the nominee subsequently dies.
Example - Henry I of England nominates his daughter Matilda as his heir, and claims Agnatic-Cognatic primogeniture as his reason. The claim of Agantic-Cognatic succession is without precedent in the kingdom so alienates many barons, the claim of primogeniture is unusual but not unheard of so creates only minor unrest. This reasoning strengthens both Agnatic-Cognatic and primogeniture, but weakens the realms usual (although not exclusive) law of pure Agnatic Gavelkind.
This recommendation would make succession a LOT more dynamic, with the occasional dark horse candidate taking over (eg first son Robert I taking Normandy and second son William II taking the Kingdom of England title on Bastard Will's death) and would even allow a player lord to put forward a true out of left field candidate (eg the strong, attractive, genius youngest son via ultimo), although at the expense of possible civil war as and when the old man kicks the bucket.
This would require each independent realm in the game having to keep track of succession sentiment for each succession type at all times, but in light of the current memory load for such things as character and province stats etc probably wouldn't be too big an addition.
