It goes without saying that a 6/6/6 ruler is significantly better than a 0/0/0 ruler, but why should a 6/6/6 from different countries or centuries be essentially the same? Henri IV, Peter the Great, and Frederick the Great are all historic 6/6/6's, all three had fundamentally different personalities and ruling styles which made them great in their own unique way. Henri IV stabilized France and ended the wars of religion, Peter westernized Russia, and Frederick revolutionized warfare. Why shouldn't rulers have traits which influence the nation's direction and how the player should play them? For example, Henri IV could have a "Benevolent Administrator" trait with -3 National Unrest, +10% Production, and +10% Administrative Efficiency.
In each of the three monarch point categories, for every point generated by the ruler more than three, the ruler should recieve a bonus themed to the country's National Ideas and chosen Idea Groups. For every point less than three, the ruler should get a debuff based on Idea Groups the country hasn't taken. The ruler gets neither a bonus or a debuff for producing 3 monarch points in any category. This system would ensure that great rulers feel appropriately great, and that incompetent rulers feel appropriately incompetent. A ruler can also have the chance, based on the total monarch points they generate, at getting an "Intellectual" trait which reduces tech cost by 5% during that ruler's reign. On the other end of the spectrum, if their monarch point production is too low, they have a greater chance of getting a "dimwit" trait which increases tech cost by 5%.
In this system, because one bad ruler can be so incredibly awful, the player, in order to mitigate these effects, should be able to promote a court conspiracy. When a conspiracy is activated, the Monarch has a dramatically increased chance of dying. However in exchange, for however long the conspiracy is activated, the country has -20% spy defense, +20% stability cost modifier, and +3 National Unrest.
