So cultures in the game are relatively static. The only way culture gets involved is by ether accepting/flipping to one (for escaping penalties and faster coring) or just converting it to your own (or just assimilate it as Mungals).
I think the culture gameplay is relatively boring. Obviously someone can point out that the game is not about culture but it is an underlying factor and part of any run.

So there are some culture groups that are weak by size. For example Greek is too small. What if it had similar dynamic changes like the colonial lands of Americas, from Castilian etc to American. For example in Minor Asia the provinces could flip to Greek or Pontic based on who occupies them (Byz-Trebizond)(as the turkic conversions were pretty recent) and the rest of the mediterranean world flipping to a new to the game culture, the Hellenistic culture, based on hellenized populations of the past and its cultural conversion by various means. It could be accompanied by events, actions, decisions that would give you options for treatment of local populations, peaceful treatment or not, accompanied by building cultural and admin buildings etc. The same could happen with bigger groups or in general all over the world. You could even have cultural changes based on bordering cultures mixing with each other making new sripted ones.
I think a great example of this way of playing is the Third Odyssey mod where the native americans switch to cultures based on the cultures of the ancient world like scythians, cycladeans etc based on their native habitats and the greek influence of escaping Byzantines.

The above may sound dump but even if those arent possible, cultures deserve more in eu4!

You could even have policies, decisions etc to unify culture groups, forexample saxons converting bavarian cultures into their own vie events etc. This can be played in so many ways. "Bavarians were impressed by our habbits and traditions and started immitating us leaving behind their own bavarian traditions" or something. Its literally how cultural exchanges and assimilation happened a lot of the time
