It always seemed strange to me that, regardless of your current situation, you always receive the same penalty for declining a call to arms, so I'm suggesting the following:

The default penalty for declining a CtA is increased to 30 prestige, but this penalty can be reduced by the following factors:

Is currently at war -10
Is allied to enemy -10
Is in debt -5
Has active rebellions -5

The relations penalty could equally be scaled according to those factors

Good suggestion. If AI can decline to join the coalition because it is for example in debt, why is the player not allowed to do this?
I think they already calculate your chances of joining like seen on the declare war screen for your allies. I do feel as if it's broken, though, considering I've been called into distant wars while in debt, which any AI I'm certain would have said no to.
