What about if it was made so that the historical friends and rivals were a bit more dynamic? What if you could gain historical friends and lose historical rivals?
For two nations to gain the historical friend bonus these two nations would have to be allied for 50 years without ever engaging each other's armies. After this an event fires giving them the bonus.
Similarly the historical rivals malus could be given to two nations that have been continuous rivals for 50 years and have engaged each other's armies at least once. Thereafter an event would fire making them historical rivals.
They could also implement a new humiliate CB that you would always have against historical rivals and rivals. This would have reduced cost for humiliate and revoke cores and release nations (basically a cut down to size CB) but would have increased AE and province cost.
