I've noticed that ever since Holy Fury, my courtiers have been flightier than usual. I'll invite a bunch of high-stat guys to come and hang out so I have a pool of candidates to land when I conquer, but when I go to look I see that they're all gone. I know they didn't all die so I have to assume they either fucked off or were "purged" by the game. I've never gotten close to my 70 courtier cap either.
As the court of one of an ancient empire and one of the most prestigious families in the world people should be coming to me. Landless nobles and second sons should naturally gravitate to prestigious courts to make a name for themselves as should ambitious adventures, dashing rouges, famous beauties, and enigmatic foreigners from all corners.
Usually they come from already existing characters who don't have much else to do but sit around, but special events could spawn more interesting a flavorful courtiers. These events should have whole families or war bands take residence, like a family of banished nobles or an order of errant knights or a procession of impoverished monks.
A court that is led by a more prestigious, pious, and wealthy lord will naturally attract more and better courtiers as well as more and better events.
Courtiers should also seek to marry each-other or those on the "outside" and maintain entire families.
Brutal politicking should take place with slanders and murders and all sorts of mischief.
An Imperial Court should be an exciting, dynamic place, not one people need to be bribed to attend and then leave as soon as possible.
