I'm in the midst of a Castile game. Off to a very good start with a bunch of good PUs. I got the Burgundian Succession, and it's now the early 1500s so I am starting to think about stopping the Dutch Revolt before it fires. I have read a lot of conflicting information about this event online. Some say that you can just move your capital to the Netherlands region to stop it, others that you need to culture convert the Dutch and Flemish provinces, others that you need to move the capital but you also need to have Dutch and Flemish as accepted cultures, others that you need to move the capital and have Dutch or Flemish as primary culture. I have also read that even if you move your capital there then the event can still fire if another non-Netherlandish power has provinces in the region with Dutch/Flemish culture. Can someone please clarify this for me?

My current situation is that I am the only foreign power with Dutch/Flemish culture provinces. I removed both England and France from the region. The only other countries in the game with Dutch/Flemish provinces are Gelre, Liege, and Utrecht, which I believe are all themselves of primary Dutch/Flemish culture. My own primary culture is Castilian, and I am Catholic. Am I safe if I move my capital to the Low Countries region (e.g. Antwerp)?

Also, what about religion? If Protestant or Reformed starts to spread into my Dutch/Flemish provinces will they revolt even if my capital is in the Low Countries region?

Bonus question: How does "expel minorites" work in 1.30? I've read that it no longer changes the culture of the province you expel the minority from (is this true?), so what use is it?

I believe if any nation gets the problem with the Dutch revolts it spreads to all of them that don't have the right culture or something? So I think you may want to either protect the remaining Dutch minors or try to eat them yourselves...

Thanks for the feedback. What confuses me is that the Wiki states the following: "If the year is between 1550 and 1650 and the Netherlands does not exist, a player-controlled nation that controls parts of the low countries and does not have Dutch or Flemish as their primary culture will receive events causing revolts which, if successful, eventually lead to the formation of the Netherlands."

So, I'm not seeing anything about the location of the capital in the Wiki. Is it wrong?

This information is outdated and about the old version of the dutch revolt. You can partly see this, because the top of the wiki article says "Please help with verifying or updating older sections of this article. At least some were last verified for version 1.25.".
And this is just a short description. You can see from the "Main article: Dutch revolt events" that you should look there for details. And these events are updated and now say that they are triggered by the Dutch Revolt diaster or are specific for burgundy. And the article about the disaster says that it can only happen if the capital is not in the low countries region.

Great. I moved the capital, and that seems to have worked. Although I did have to step in to prevent Trier conquering Gelre, since I think that might have spawned the revolt if they'd succeeded.

Unfortunately, I didn't realize that I had to have my capital in Iberia in order to form the Spanish nation diplomatically, and I moved it before doing so... So I guess I'll have to move my capital back after 1650 in order to integrate Aragon for free. Annoying.
