I have created the Dutch Republic much earlier than the 1581 start date for the Republic to be present, do I need to wait for that year for the events creating the republic to fire or can I manipulate the event to fire earlier?

I believe you don't. These things aren't fixed to date for the most (How many times I saw Bugundy partitioned in 1445-6...).
