Currently, they use German ideas, and while the ultimate goal may well be to give them their own unique idea set, in the interim, Dutch ideas might make a fair bit more sense.

Theocracies get their special idea set when they actually are theocracies, but not if they change to a different government type, which can happen in several ways, so it definitely does matter what ideas a nation that is usually a theocracy has for those times when it stops being a theocracy.Dunno about utrecht.

For Flanders and Friesland it's quite logical. However, the inland Dutch states were not sea-oriented, and therefore the Dutch ideas make little sense for them. They should either get a different idea set or keep their current ideas
