I have tried the VickyWiki strategy for 8 times and I always end up with 90% conservative support and they win the post-revolution elections, thus I don't get Lazzes Faire government. I wait for the letter, accept and raise taxes. Rebels take over and set up new regime, with Liberals ruling, but they get only 8% support and always lose election.

How can I get early Liberal Japan in V:R?

Change voting rights to "Wealth" and if necessary turn some big POPs to clerks so they can vote liberal for you.
