Aren't the Dutch-English trade wars already represented quite accurately by the game's rivalry and mission system?
Historically strong Netherlands and England (which, admittedly, is not something that you currently see that often in 1444 starts) will end up rivalling each other more often than not, and in that case you will have missions (Build a larger fleet than your rival, conquer rival's colony etc.) and direct effects of the rival system (free embargo, opinion penalty, privateers, prestige loss and gain by losing/taking rival provinces) that cover most things that happened between the Netherlands and England in the 17th century.
As far as I can see, the only major events in the Dutch-English rivalry that currently cannot be directly replicated within the game are the exchange of Suriname for New Amsterdam in the Peace of Westminster, i.e. peace deals that exchange provinces, and William of Orange taking the English thrones as a consequence of the Glorious Revolution - while a personal union between Dutch Republic and English Constitutional Monarchy is possible, I don't think there is currently a mechanism that has rebels establish a personal union with another country.
Perhaps (I realize that this is not exactly on topic) with the introduction of the special English Parliamentarism government in Common Sense, there could also be a possibility for the Parliament to invite a foreign monarch to take the throne.
