Dumb independence mechanic. Controlling Shetland flips the rest of Scotland.

So I was playing as Tyrone and I managed to take over Ireland (except Pale) and then Scotland, there is this Island off the coast called Shetland after I took over Scotland I immediately had a rebellion in Shetland and I didn't have enough cogs to go defeat them. I noticed there was this bar that was ticking up over time and I figured it would release Scotland only at Shetland. I dealt with the other rebellions in the rest of Scotland but as soon as that bar finished, the entirety of Scotland flips back, get this, except Shetland which I got to keep for some reason but all the regions in Scotland I cored, I lost and had no claim over. I have all of the expansions except Cradle of Civilization. This just seems like a ridiculous outcome.

Yes. French separatists occupying Midway can liberate most of the french mainland :) a well thought out result of the rebel mechanic which liberates all primary culture cores.

Why didn't the rebels relocate as they should do? Was it changed? If it wasn't changed, they relocate, you crush them, you land on the island and you just need one cog to deal with island rebellions (unless there is a fort, but then you can just ship regiments one by one).

Why didn't the rebels relocate as they should do? Was it changed? If it wasn't changed, they relocate, you crush them, you land on the island and you just need one cog to deal with island rebellions (unless there is a fort, but then you can just ship regiments one by one).
I don't know why. They just stayed on the island the entire time and then disappeared when it flipped.

I'm pretty sure that rebels can be blocked from relocation by your fleet (if my memory serves me right)

Yes this. And can also be blocked by any other nations ship. If the ai has put blockade mission on when in a war, they will also block rebel hold provinces, even if those rebels have no impact on their situation.

If you see that a rebel faction is close to declaring independence you can return a core to the nation that is going to break free. Then, only the rebel occupied provinces will flip to the other tag. In this example you could have returned Aberdeenshire to Scotland and only the Shetlands would've broke free.
