1. House X shows weakness rebels shouldn't pop up while overextended. I once had 300% over-extension as a horde and these event rebels kept popping up demanding me to start a war.
2. The above event rebel should be less frequent but larger when they rise. If you have crushed rebels that should prove your strength. Instead, you get such rebels every 3~4 months.
