Right, so it's all happened to us. We're playing in the HRE, and you want to ally someone but they have unlawful territory, and your opinion of them is too low to ally. You don't really care, so it's annoying when you can't change your opinion of them when you need it.

I say you (and countries) should be able to drop a modifier. Some countries, I imagine, wouldn't really care about another's aggressive expansion, or if their reputation is being sabotaged. Allies, and friendly neighbors should be able to drop a modifier off of their opinion of you, and you should be able to drop one from your opinion of them.

Say Pomerania takes land from Mecklenburg, with the help of Brandenburg. But then Austria asks for the unlawful territory, and they say no. Now the whole HRE has a bad modifier against them, and maybe now you can't ally them. Super annoying.
Same thing with AE. Perhaps you just don't care since you're friendly.
Maybe it should also be based off of the chance of them allying getting an alliance. The higher the number in favor away from the bad modifiers, the more of the opinion modifier they could lower.

It's just an idea that I've wanted a while, yet the details aren't fully together, but I feel you get the general idea.

There should be a way to improve your opinion of another country. Right under improve relations.
