I had built a bunch of wind turbines to power a dome but had to expand the network as I got more inside the dome. I salvaged something and it left one Polymer behind. I tried to build around it but the construction zone needed to be cleared. However, when I tried to clear the Polymer with a drone, the drone goes inside the dome and tries to grab the Polymer through it.

Drones don't like behaving when it comes to dealing with things near the edge of domes, inside or outside. I've had it happen where drones lose power just inside the airlock and none of the others are willing or able to "reach" it to charge it up. They can go next to it, but because they have to be in a specific position relative to the other drone, they can't recharge it and I have to scrap the thing. What you're dealing with seems to be a similar issue where, for some reason, the drones insist they have to pick it up from a specific relative position and the dome stops them from doing that.
