Playing free PDX weekend, so limited experience.

Each drone hub seems 'autonomous'; why can't they communicate and transfer drones or resources ?

Is there no sort of hub extension sub-hub, something between the recharge point and a full hub ?

You can use highlighted buttons to transfer drones between hubs.
The easiest way to transfer resources is to set up universal depots with proper resource requests in place where hub zones of control overlap.

As long as 2 hubs can reach a universal depot they can share the resources on it. So if you make sure that every Hub has access to a universal depot that can also be accessed by other Hubs, they will eventually transfer resources where they need to go. Basically you have to build a supply chain.

Also, once you research shuttle technology and build a shuttle hub, they will transfer resources where needed a bit more quickly.
