Am I missing something here?

(Very) Strong just doesn't give the extra 2% or 5% here. I tried this with a normal biological empire and there it works fine.

The armies are getting the extra strength I think as they are better than the robotic hunter killer armies

I have encountered the same problems.

I tried the same as you with normal biological empire, the Strong (and Very Strong) traits are applied correctly in those but not for Cyborg in Driven Assimilator Empire.
I have also tested with traits like Indrustrious and the 15% mineral are applied correctly, so it's not the cyborg pop not getting any trait bonus, but just with the strong/VeryStrong traits bonus.

The issue is still around. The reason for it (and this will apply to hive minds as well) is because the bonus is applied to workers. Gestalts have Menial Drones, not workers, so the trait thinks their jobs don't qualify.

Necroing this thread instead of essentially repeating it to ask: does anyone know whether this is intentional or an oversight?
