I'm playing a game as Russia and I lead a personal union with Bohemia. I understand that if we're both HRE members, I'll get cores on all the provinces if/when I inherit them. Austria currently holds Pskov and it's an HRE province according to the HRE map. I have a core on Pskov.

If I conquer Pskov from Austria, I'll be able to move my capital from St. Pete to Pskov and that will make me an HRE member state, right?

Are there any drawbacks to this strategy that I'm missing? I know I'll end up giving Brandenburg some extra stability investment and manpower and whatnot, but that doesn't concern me. Aything else I need to worry about? Are there stab hits for moving my capital? Odd HRE events I need to watch out for?

First you've got to make sure that Pskov is actually an HRE province, since Austria may well be an elector, which would make all of its territory that light green, even if it isn't in the HRE. Just mouse over the specific province while in Empire mapmode and then it'll tell you for certain.

Two drawbacks: the first involves moving your capital, which costs 1000 ducats and 4 stab. The second is that any more expansion into the empire has to be done with cores, or else it will just result in nasty infamy-increasing illegal imperial territory events, with no way out.

Otherwise, HRE members have protection from the emperor and decreased tech costs. It's pretty useful.

No, you can't move capital into or out of hre. You can only ask Austria to let you in. And he is a jerk who will say no if you have more provinces than him.

Become HRE yourself (vassalize majority of the electors), then enter the empire.

Ask Brandenburg you mean? (Brandenburg is the Emperor). I thought as long as your capital was in the HRE that made you a member?

You can't move your capital into or out of the HRE. You have to ask the emperor (in this case Brandenburg). They tend to refuse if you're larger than them, though.

get relations over 100 with the emperor and join ingermanland and neva to the empire-this may take several save/reloads but the size difference makes it less likely, not impossible.

How do I join ingermanland and St. Petersburg to the Empire? Do I need to move my National Focus there? (My National Focus is way out East right now)

You can join any cored province you own to the empire if it borders a current HRE province. It's a province decision. The emperor has to approve it, though, which won't happen if you're larger than the Emperor.

I am playing a game as Russia now, started with the intent to be a minor colonial power, own everything from Poland Eastward and stay out of the HRE, but they kept doing stupid crap and getting in my business outside of the HRE, so I ended up vassalizing and force converting a few. Then a few became many, and then without realizing it, I got too many electors vassalized (5 or so) and got elected. I had a female ruler for about 50 years, horrible stats! Durring that time, Austria (converted earlier) became HRE and passed a reform too many. I only wanted the first 3 for my use. So now I'm planning to un HRE myself again by switching to a republic form of Gov as soon as possible, but I didn't get to westernize until 1520 or so because of the long lived Queen with bad stats so it may take a couple decades more to hit that tech. Personally, I'd say leave the HRE alone if you're Russia, you got bigger and better things to do, like India/China/Persia.

The emperor himself does not get the imperial integrity modifier even if he is a member too.

Imperial Integritry gives +10% manpower, -1 Revolt Risk and -10% tech cost if I recall correctly.

-2 rr (I think), and also -0.25 infamy/year.
You are right, you do lose the bonus as a member state being elected HRE. The bonuses of being HRemperor, however.. much better, and worth it. (I almost consider it cheating)

How do I join ingermanland and St. Petersburg to the Empire? Do I need to move my National Focus there? (My National Focus is way out East right now)

its a province decision available in all core provinces adjacent to a province inside the empire. ingermanland is adjacent to estland-once ingermanland is in you can add neva.

the emperor can approve it if you have high relations-may take more than one attempt though. size make it less likely, not impossible.

I don't like the -2 army tradition/year of the 4th reform. As Russia, I am usually over 150k troops before 1500 rolls around, but only 60k or so can be sent to the western front. As I might be facing 200K plus troops from various westernized powers, generals are a big thing for me. I parsed out the rolls when EU3 first came out, and the AI will beat you by an average of 3.25 on the first shock roll, which can make a critical difference if they also have a general with 3+ shock more than yours.
