Just a little suggestions, but I do not think you should wait until you have what you feel is a 100 percent complete scenario before releasing it. Do not know if any of you play Europa Universalis II, but they had what was called the "Age of Nationalism" project. What ended up happening was they waited so long to get it out and built up so much around it that when it came out people where disappointed and the first release was the last as well (may have been a couple patches fixing up things, but not a whole lot after their first release)

Not trying to say rush out any old piece of crape, but once you have the fully functional map (including flags for all countries), and an at least half decent tech tree (maybe some sprites too) I say let it out as a beta and see what kind of feed back you get. It would stimulate community participation, and let people get back to you about what they liked and didn't like. But keeping it under lock and key until it is finally at a point where you feel it is done will probably leave you with the same outcome as the "Age of Nationalism" project, which looses post on it's thread every day
