I'm not sure of I've read this one before but after requesting military access to Mexico and being refused, I DOW'd them since that option was still available in the Diplomacy screen.

I try to land my troops in Mexico and it doesn't let me.

Sure enough, Mexico is STILL neutral and I cannot invade.

I didn't bother to wait a week when I figure the computer will actually let me make a DOW or activate it and just reloaded and DOW'd Mexico instead of asking for access and no problems-WAR!

BTW, my dissent didn't take a hit the first time either-it was like the DOW never happened.

Not sure if this is a feature of the game or just a annoyiing design flaw but FYI, 1.05b Japan.

I don't know why the DOW was still lit on your screen, since my understanding (and the way it works in my games) is that you have to wait a week after making a diplomatic move before making ANY other move, including declarations of war. The reason that your declaration of war didn't work was because the week hadn't passed, so the game didn't recognize it.

I've actually seen this occur (being able to hit a diplomatic action after you've already done one) several times before, in 1.04 or 1.05 (unmodded). Playing as Ethiopia, I have, on numerous occasions, been able to trigger a Sue for Peace aginst Italy after I've already done so. I believe the key was that the game was paused at the time, and with no time having passed, the game couldn't grey out the selection. Actually, it only greyed out after I hit it the second time.
