I've noticed that whenever I load a game (AGCEEP), the ai goes completely nuts, with a good half dozen declarations of war, sometimes more. Some countries even make 2 DoW  This plunges half of Europe into absolute chaos.

Is there any particular reason for this?

The AI "wakes up" after a reload. If the AI is "stuck" somewhere with a war or something a reload usually helps.
I only know that it is this way, I don't know why though...

The AIs are checking to see if other countries meet their DOW requirements. There is also a random generator involved in the descision. So whereas the last check they made may tell them don't DOW, just due to random chance the one that fires when you reload often tells them go ahead and DOW. Nothing we can really do about it. Playing on coward aggression level makes for the best AI performance and will reduce senseless wars.

that helped me out once actually :)

playing as ottoman, I was busy attacking muslim states to my east. then hungary/poland DoW me. i could not stop their 60k army leading by some guy and lose macedonia. so i saved for the day. when i loaded the game the next day...austria immediately DoW hungary. they moved their 60k army back to deal with austria. leaving my puny 9k army to take back macedonia and gain some province from them :p

i think we need to re-load once in a while...like every 5 game years.

Daywalker recommends every 20 years. I've seen that frequent reloading does indeed help AIs overall, despite the additional wars it may cause.

I've noticed the aggression level really doesn't affect the number of wars the AI gets into.

It effects it. However I'd say economic desparity followed by hitlists are a bigger factor. Warmonger setting is probably 3rd most influential. An AI with 100 warmonger is still going to be reluctant to DOW a more economically powerful alliance. However high warmonger setting will definitely make an AI DOW weak alliances more frequently.
