don't think so. I've had leaders upgrade when they were nowhere near their command limit (Von Manstein became FM even while commanding only 4 divisions, for instance).

I think that it just doesn't promote a leader here and a leader there anymore, but rather gives you a bunch at once. the leader ratios in the ai files remained the same as in vanilla, so it probably has to be a change of promotion spacing than anything else.

and perhaps land leader promotion has nothing to do with air and sea and more and vice versa.

Worked for me

Playing the US in the '36 GC, I turned on Auto Promote in 1939. Got no promotions in my air force (but I only had 7 divisions and 1 Lt general), but I did get a bunch of Admirals and Vice Admirals for my 120 ship navy, and a fair number of Lt Generals and even a few generals for my army, once my two serial builds starting pumping out garrisons. I can say with a fair degree of certainty that the game no longer counts your navy for determining how many field Marshals or air marshals your army and air force has.

That being said, I first pulled all leaders off their assignments and turned auto-select leaders OFF, and then waited a month with auto promote ON. Did any of you try that?

It is also possible that some or all of these were "historical date" promotions.

then it prolly looks at what's the composition of the army structure. But if you have loads of old guards FM's - isn't that a problem then ? If you have many high ranking old crocodiles, no new leaders can grow ?

Could this be tested? By adding in an event killing off some of those dinosaurs and then seeing if a new crop of Generals / FMs emerge?

someone should reconstruct Disgustoid's auto-promote experiment for DD. I could do it, but not anytime soon (April = study month for IB exams in May, eep)


...and a random, probably incorrect thought. what if it takes hawk lobby and standing army into account?

My meager and informal attempt above to run Disgustoid's test with Cuba showed clearly to me that auto-promote was working in DD.....however it was done as a test using only militia units, which are a land division. I did NOT build any aircraft or ships and judging from the responses here that is where we are all basically in agreement as to where we are not seeing auto-promo....at least as we did in HOI II.

It seems AP is not working with Air/Naval commanders but I don't have the patient nor intelligence to test this with the cuba example. You would need to mod the cost of a interceptor to like 1 IC and have it build in 3 days or something, plus Cuba has 2 or 3 air commanders only, hard to get a statistical sample from that so you need another country or just change the type on some of the land commanders....as I said, no patience.

Perhaps the effect of the size of TOTAL forces no longer determines AP as it did in HOI II. More than likely ( pure hypothesis all of this ) AP will work for air/naval commanders if you build enough of those type of units.

Ex Mudder's example of having 120 ships and getting AP's on his naval commanders when he turned it on seems to show this is true although that is not a controlled experiment.....

Maybe a quick fix would be to change the air commander promo ratios to something a bit more playable.
