BASE_STACKING_PENALTY = -0.00, in defines.lua reduces many of the superstack issues by allowing units to attack....They superstack on their border then dont attack anything because of the penalty (Hungary for example).

Nikolai II didn't explicitly state that the patch would be ready by then, if you read it in context he is only stating that this is probably the soonest we will get an update on the status of the patch - that update will not necessarily be the patch itself![]()
I am willing to play with that tweak to the game balance until the patch arrives that takes care of the issue, because it has made the game more playable and enjoyable for me. Not saying that others should do this too, just that they could if they wanted to. I do not superstack my own units and then attack... just treating the AI's OCD behavior with the tools at hand...Doesn't that unbalance things for the player as well?
Absolutely. The AI obsessively stacks units in one province, but once it gets beyond 20 it will not want to move them (attack with) due to the stacking limit attack penalty, and just keeps "washing its hands" so to speak, by adding to the stack. That is my understanding, at least.people seem to be misunderstanding the super-stack, its not a threat, exactly the opposite it cripples the AI nations which is why it's bad.
