Not really the solution. Be doing this you make sore they don't do a superstack there, but USA will probably do one in Washington DC anyway, so not much of a solution. The channel islands is only one instance of a much larger problem that causes the AI to senselessly pile its entire army into one province. You see the same thing in DC. I assume it also must happen for a lot of other AI nations depending on the situation. It isn't just a quick fix, but it is something that 1.4 is going to fix according to the developers.
