That popup says that Infertile is an invalid trait for Republican rulers... have you tried removing that?

He can't because nation designer is bugged if you don't have RoM; it gives you a random trait instead of no trait.

I was planning on making the hre all opm that were free cities, just to see what would happen ;p and you cant just reroll it. Every time I try to make it, I get that.
