In my most recent playthrough, I started as Cilli, and tagswitched to Croatia, but the achivement didn't trigger, even thogh a few in-game months later it did trigger the "Krabater" achivement. I cannot explain, why one would trigger, but not the other.

Find that achievement in the list in the game, and hover your mouse over it. It will tell you what it thinks you are missing for it.
It is not there. But looking up on the wiki it says "not using a random new world", that would be why. It is not mentioned anywhere else, hence why I got condused.
