Nope. They have to be granted statehood - something that's hard to do with most colonies...

Dominions have separate tags and you can't meddle in their internal bussiness...

Yes.

Statehood can be granted to regions depending on their location and poplation (The US can grant e.g. Montana statehood, while the Belgians cannot grant statehood to Congo).

I think you should clarify it a bit for some peoples.
When you are saying statehood
You are not saying you can grand independence to a colony. What you are saying is you can combine certain number of provinces into a state(the american style state, so province for Canadians).

- Its now possible to grant statehood to colonies manually. You can only do this if they are on the same continent as your capital, OR they have a province where the dominant culture is your nations dominant culture.

In addition to Magicpiper's quote I can add that a "state" is considered a full part of your country with the implications that gives with regards to industry, politics etc...

Urals and Caucus's are the traditional borders.

Dominant Culture should enable you to do it.. but then on the other hand it already belongs to OE in the GC.. thus no need to make it a dominion.

we were discussing the possibilities of building factories in colony's. dont think polen/finland classify as colony's
