So I'm playing as the USA, made timely investments in naval bases, conquered Sokoto and Ethiopia, and built enough ironclads by 1870 that by the time I invented Colonial Negotiations I had somewhere around 3000 spare colonial points. This was enough to colonize the entire African coastline as well as the Pacific islands at once. After a couple of years I had outcompeted everyone for every African colonial province but Sierra Leone with only Senegal still being contested by 1874.

Before I logged off for the night I checked the release nation tab just to see if there were any weird American countries you could form, and I noticed I could release the Republic of Zanzibar as a dominion with nearly 300 provinces. I tried it just to see what it looked like and sure enough it was formed out of all my African holdings. Primary culture African minor with the USA cultures as accepted and 12% literacy.

Should I form the dominion? They'd bring industry and educate my African subjects faster than I would and they'd have all the tech I have so far. Then again, they'd tech more slowly than the USA and wouldn't have the immigration bonus.

Thoughts?

They would pretty much instantly become a GP and you'd lose control. But you should do it anyways.

Depending on how much of Africa you've colonised, your released dominion might end up so strong that they will become a Great Power. I've seen plenty secondary power African dominions which comprised of a broad region such as Western Africa.

As the USA in that position I wouldn't recommend it because you could use the RGOs, and you are probably able to manage Africa militarily easily. However, in the situation where you're a European power with a great amount of tropical wood/rubber, coal, etc already, and you have to manage huge wars in Europe and don't have time to micromanage African warfare too, releasing an African dominion will allow that country to win the African front for you in wars. The deal breaker is that because the African nation will be civilised, and has multiple African cultures as accepted, they will be able to mobilise large numbers of troops you wouldn't be able to yourself.
