I'm started a game as Burgundy with idea of changing to Netherlands followed by switch to Prussia and so Germany.

Now it's year 1445, I'm out of the Empire, got quite a mix of cultures (Flemish, Wallonian, Burgundian, Cosmopolitan, Saxon, Dutch, Reihnlaender, Danish <- in such order). Moving capital to Antwerp was performed but national decision of adopting Flemish is grayed-out due to it not being dominant culture.

How high percentage should be for a culture to be considered dominant?

Antwerp is Wallonian I believe and you have Flemish as dominant culture so you have to change your capital to any Flemish province for culture-shift to become available.

I'm quite sure antwerp is Flemish, although I cannot answer the question of the OP. But I guess it is the dominant culture when it is has the largest percentage ? (not neccesarily > 50% I guess)

Antwerp is Flemish, since 'Accept Cultural Shift' can be done only to provincial culture of your capital.

I tried moving capital prior to later wars, when Flemish was just under 25%, but it hasn't worked either.

A culture is dominant if it has the most of province cultures. An example is probably the easiest way to understand this: you have 3 cultures, A, B, and C. A has 4 provinces, B and C both have 3. A is the dominant culture. If you gain 2 B culture provinces, B is then the dominant culture.

Cores, base tax, etc all have nothing to do with it, it's pure province count.

The Dominant Culture is the one with most provinces with that culture. Here just the number is important and the pie chart you can see is wrong so just count in the province overview (sort by culture). If 2 or more cultures are equal you can't switch too...even when both are highest in number...

If you are stuck with it, release vassals of the unneeded overly-present culture (or sell provinces if you can retake them later via already-present or unification cores).

Just to note, there are 5 flemish and 6 dutch provinces so Zeeland would have been a better choice for your capital.

old topic digging there:

I was in the same situation, and I wanted to do a cultural shift from Burgundian to Flemish or Dutch (so I can form the Netherlands)
Burgundy is a nice case for cultural shift, because you often end up with 6 dutch provinces, 5 flemish ones, 5 wallonian ones, 5 Burgundian ones and 5 cosmopolitan ones...

Anyway, in my case, I had 5 cosmopolitan, 5 burgundian, 5 wallonian, 5 flemish and 2 dutch provinces (haven't swallowed yet Holland, Utrecht and Friesland)
So, my first move is to move my capital to Breda (Flemish)
Then, I have to make it so I can accept the cultural shift (flemish being the dominant culture):
-I sell one of my cosmopolitan and one of my burgundian province to a vassal of mine.... and when I was about to do the same with a wallonian province, the "accept cultural shift" decision became available for me.

My question is...how come I could do that cultural shift while the flemish and wallonian provinces were on par?
