According to this page https://eu4.paradoxwikis.com/Dominance_of_the_Clergy , I have done everything needed but the disaster didnt end. What should i do ?

If you have done everything, a decision should pop up to 'curtail the clergy'.

influence is under 60 for about 2 years , and it is 40 for 1 year i have no rebels but it didnt pop up .
