Domestic policy slider bug

I've noticed a strange bug - if you start playing as any country in 1936 scenario, you can move domestic slider twice a year. For example, on the 1st of January 1936 I've moved a slider towards Hawk lobby - the slider became grey, everything seemed to be OK. But the next day, on January 2nd, all domestic policy sliders became functional again. And when I moved a slider towards Interventionalism, I've got 15% dissent

This is WAD. You can make extra slider moves if you want to pay for the dissent it causes.
