Where and how do I change the domestic sliders for a country, pre start. Thanks beforehand

It is stored in two different places.

The default DP settings and the settings that a country that is born from a revolt or is released as a vassal will have the settings defined in Country.CSV
you can also define DP settings in the #.inc files for each country in the scenario folder. If you manipulate these files be sure to use notepad not any other program to do it or you will crash the game.

And... data from country.csv will be used if there's no domestic policies entry in the .inc file.

And lastly: If they are in the scenario definition (.inc) they will look like this:

  policy = { 
		date = { year = 0 month = january day = 0 } 
		aristocracy = 7
		centralization = 7
		innovative = 3
		mercantilism = 2
		offensive = 5
		land = 6
		quality = 6
		serfdom = 6
		}

You can add these yourself by putting that code somewhere within the country = { } part of the file. (See here) for some more info on that...
