Like the poster above said, recruit cost reduces maintenance: maintenance costs are calculated as a percentage of the recruit cost, so it'll have the full effect. Note that it is multiplicative with maintenance cost reductions, not additive, but stacking them can still be very powerful. (Also note that mercenary costs and maintenance interact weirdly with modifiers to regiment cost and maintenance; I think the regiment cost ones make mercs cheaper, but I really am not sure).
