Theodoro is very minor nation which will never survive unless played by the player. They do not need their own NIs. It would be foolish to waste time on making NIs for every minor nation.

Its different for countries like Brandenburg that actually developted into something powerful.

Why would it be a waste of time? I mean how long time would it take to make a set of NI's for the nations. Shouldn't take long at all. They don't have to be op. Should just be better than the current ones.
