Generic NI's are completely horrific. Unless paradox literally doubles the bonuses they are trash. If Paradox can land Courland with some NIs im sure they can magic some for the last of the goths.(battlefleet gothic reference would be awesome.)

Perhaps infantry power, with a focus on trade/naval and a defensiveness themed NI.

Theodoro is very minor nation which will never survive unless played by the player. They do not need their own NIs. It would be foolish to waste time on making NIs for every minor nation.

Its different for countries like Brandenburg that actually developted into something powerful.

Like Byzantium, Ryukyu, Ragusa, Granada, The Knights, Serbia, etc.? NI's aren't there for the AI, they are there for the player, just like everything else. The idea of playing as the Goths is very attractive for history fanatics, just like Byzantium. I have seen a lot of people post about wanting to play as Theodoro, so I would hardly call giving them unique NI's a waste of time.

Legitimacy(Last of the goths)
Trade Income bonus(location location location)

Defensive bonus(the city of theodoro itself had a large citadel within it)

Cav Power Bonus(They're right beside the Crimean horde so if they conquered one province then why not supplement your army with them)

Tech bonus(Theodoro was very greek influenced, an idea themed around becoming a heaven for byzantine refugees)

Naval Force limits(Crimea peninsula had a lot of coastal cities, something themed around those cities having developed ship docks)

cultural acceptance bonus(theodoro was very multi cultural)

generic army reform bonus or something.

That's 6 right there right off of the top of my head. Its not very hard to make NI sets. I've made a lot of Aurora's sets and ive made perm/wales ideas for a couple other mods as well
