this makes a case against swapping production much, rather than doing it way more though. it probably wouldn't hurt to make ai more "sticky" with its lines generally, and give it a generic ratio of industry that will approximately track to the losses its divisions will take if damaged or wiped out. this implies it will likely get stuck producing out-of-date tanks all game, but surely even that's better than having no tanks in tank divisions?Also you as a human can say, with a limited production, cheap divisions you still always can defeat Poland and France. Also as long as you follow the script roughly no AI will suprisingly attack you in your weakesr moment.
The AI atleast with a general purpose, can't work with that assumption. It always has to fear that any nation it attacks is stronger than expected and already needs full military power, or that it needs some kind of reserve if it gets attacked in 1938.
edit: and yeah, ai leaving factories idle is completely ridiculous
