You will surely be able to form it diplomatically. But you won't have it as an option in a focus tree in any of the countries, because they are minors and won't have special focus trees from release. Maybe later when they make dlc's. I would guess that focus trees for eastern european nations would be highly interesting to many people, as they were very influential in the war.
I am totally dedicated to a WW1 & Interbellum scenario. In which you'll be able to play Poland after WW1 and make that happen.

All I can say is that realism in this sense shouldn't be a factor; there are plenty of other decisions in game that are mere fantasy. It would be a fun feature, and hopefully difficult.It is totally not realistic at all. Only the Polish wanted it, everyone else basically opposed it. Also many Poles opposed it as well. Only Piłsudski was crazier than Hitler and Stalin combined.
Of course realism should be a factor. Also by the beginning of the game the Polish drastically reduced their ambitions to include a triple alliance between Poland, Hungary and Romania. But Hungary and Romania were basically arch enemies and it was a doomed idea from the beginning. The Polish did manage to get a treaty with Romania but not Hungary. Hungary was much closer to Germany and while it had good relations with the Polish, the Polish could not offer Hungary anything. Hungary wanted back the territories that only with German help that Hungary could get back.
